Sir Norman Foster designed the 32-storey building. This British architect gained international fame with his designs for Stansted Airport near London, the Hong Kong & Shanghai Bank in Hong Kong, the extension of the Reichstag in Berlin and the 259 meter high Commerzbank in Frankfurt. In 1992 he also designed the master plan for the Wilhelminapier.

The plan for this project has been worked out as a structural engineer by Bureau Bouwkunde as a co-architect.

The World Port Center at the Kop van Zuid is one of the tallest buildings in Rotterdam. The Kop van Zuid with the Wilhelminapier received an injection into its development with the construction of the Erasmus Bridge. The WPC is part of the larger master plan for this part of the Kop van Zuid.
